Gag Rule

The
Gag Rule was first implemented in
1836. The
United States House of Representatives and
Senate annually ruled that all petitions to
Congress about
slavery would be tabled without consideration. Senator (and former President)
John Quincy Adams was famous for his annual opposition to this resolution. Ultimately the
United States Civil War decided the issue.
